Help for transfer

Every user can own several discussions. A user may want to remove themselves as 
owner, either because they have reached their quota (see /how), or because they 
are no longer interested in the discussion (but others use it actively).

To permit Nakor to take over the discussion "foo", Coke would use:

  /appoint Nakor foo owner                            
  (You have offered Nakor ownership of discussion foo)

Nakor would receive:

  (Coke has offered you ownership of discussion foo)

and would accept with:

  /appoint me foo owner                       
  (You have taken ownership of discussion foo)

or, they could decline:

  /unappoint me foo owner             
  (You have declined ownership of foo)

and Coke would receive one of the following:

  *** Nakor has declined ownership of foo *** 
  *** Discussion foo is now owned by Nakor ***
